As part of the European Union's Import Control System 2 (ICS2) regulations, effective December 1st, 2024, all ocean shipments destined for or transiting through the EU, Norway, Switzerland, and Northern Ireland must have an Entry Summary Declaration (ENS) filed with the ocean carrier prior to departure from the origin port.
ICS2 is the EU’s advanced cargo information system, requiring all Economic Operators (EOs) to submit detailed pre-loading data for goods entering or transiting these regions. Additionally, ICS2 filing is also applicable for Freight Remaining On Board (FROB), meaning cargo that originates outside the EU but transits through the EU before continuing the final leg of its journey outside the EU.
Key Points to Note:
• ENS Filing is mandatory for all ocean shipments into the EU, Norway, Switzerland, and Northern Ireland and FROB.
• ENS must be submitted before departure, and failure to comply may result in delays or penalties.
• Customers should ensure all shipping instructions are provided accurately and in a timely manner to facilitate smooth processing.

• Filing Type F14 - for FROB Cargo
• Filing Type F15 -for EU Bound Goods
• Filing Type F16- Self-Filing of Buyer/Seller information
Woodland Group Filing on Customer’s Behalf
(Filing Type F14 & F15)
For customers requesting Woodland Group to handle the ICS2 filing, the following additional details will be required:
• Complete Buyer and Seller name, address, and contact information.
• Identification EORI Code of the buyer.
• Complete Shipper and Consignee address, including both a physical address and P.O. Box Number (if any).
• Detailed and accurate commercial description of the cargo.
• 6-digit Harmonized Commodity Code.
Self-Filing (Filing Type F16)
Customers who choose F16 to file your Buyer/Seller information directly within the ICS2 system must provide Woodland the following additional data:
• Your Company’s EORI number responsible for submitting Buyer/Seller information.
• Detailed and accurate commercial description of the cargo.
• 6-digit Harmonized Commodity Code.
ICS2 Filing Fee
To cover administrative costs, an ICS2 Filing Fee of $35 per filing will be applied to all ocean shipments bound or transiting the EU. This fee will appear as a separate line item on your invoice and may be subject to amendment or late fees. The charge is effective for all shipments on or after March 1, 2025. Additional local filing charges may apply.
