Windsor Framework Update From HMRC

A new commencement date has been set by HMRC to May 1st 2025.

Following initial changes set to take effect in September 2024, then postponed to March 2025, HMRC has advised of a new commencement date of May 1st 2025 for changes to customs procedures for goods moving between Great Britain and Northern Ireland.

The Windsor Framework introduced important new arrangements to make it simpler to move goods from Great Britain to Northern Ireland via freight. This process can be used where one of the parties moving the goods is authorised under the UK Internal Market Scheme (UKIMS), and the goods meet the criteria to be moved as ‘not a risk’ of entering the EU under the scheme.

These new arrangements include:

  • Internal Market Movement Information (IMMI) which is a simplified dataset to use when moving goods.
  • A Trader Goods Profile (TGP) to support completing the simplified dataset.
  • The introduction of a new, optional UKIMS- Entry in Declarants Records (EIDR) process for businesses who wish to make use of it.

Other movements of goods to Northern Ireland, such as those destined for the EU, may require full customs processes and customers may have to pay customs duty on these goods.

To ensure your goods move smoothly and quickly, you may need to provide some of the following key information before the goods move into Northern Ireland:

  • Description of your goods or Commodity Code
  • Amount of goods (mass dimensions; weight in grams/kilograms; number of packages)
  • Name, address and EORI of the sender and recipient
  • UKIMS Authorisation number and associated EORI number, where needed
  • Item price/value
  • Country of origin
  • Details of any licences/certificates required

HMRC will be issuing further communications outlining the data requirements for goods moving from GB suppliers. This revised timeline will allow hauliers and businesses time to prepare and stay ahead, which will offer greater certainty on the transition.
